Description
The Imperial Irrigation District is soliciting proposals from qualified Engineering, Procurement, and Construction contractors for the El Centro Generating Station Unit 4 Repowering Project. The scope includes detailed engineering, procurement, construction, startup, testing, commissioning, and closeout for a new approximately 113 MW natural gas-fired reciprocating internal combustion engine generating facility replacing the existing Unit 4 boiler. The contractor must deliver a complete, integrated facility supporting six owner-furnished Wartsila generating units, associated balance-of-plant systems, electrical interconnections, fuel gas, water, fire protection, HVAC, emissions-control support, physical security, communications, buildings, site preparation, demolition, utilities, foundations, operator training, documentation, warranties, and performance guarantees. The revised solicitation package requires use of the provided response forms and a proposal limited to 50 double-sided pages, excluding specified materials. Required response materials include the completed response forms, technical and management narratives, project organization and key-personnel information, resumes, experience and technical competence information, proposed methodology, a detailed project schedule, a fixed-price cost proposal with unit labor rates and milestone payment schedule, and applicable supporting items such as a surety bonding-capacity certification letter, subcontractor commitment letters, emissions-compliance documentation, and subcontractor certifications. The proposal must acknowledge the Project Labor Agreement; failure to submit that acknowledgment is disqualifying. The project is subject to prevailing-wage, California contractor licensing, Department of Industrial Relations registration, insurance, bonding, safety, environmental, and cybersecurity requirements. The contract term is approximately 39 months, with commercial operation targeted for July 2030.
