Description
The Illinois Power Agency is conducting a Request for Information to obtain retrospective feedback on the Summer 2026 Energy Storage Procurement and prospective recommendations for utility-scale energy storage procurements planned for 2027 and beyond. Respondents may address some or all questions concerning procurement timing, procurement size and allocation between PJM and MISO, stand-alone, co-located, and hybrid storage resources, project maturity requirements, RFP requirements, contract structures including the Indexed Storage Credit mechanism, and public-interest criteria for projects in adjacent states. The RFI also seeks input on the Energy Storage Resources Procurement Plan and statutory requirements for future procurements, including 20-year contracts, commercial operation by December 31, 2030, interconnection in the MISO Zone 4 or PJM ComEd Area, prevailing-wage and project-labor-agreement requirements, Labor Peace Agreements, Minimum Equity Standard and Equity Accountability requirements, bidder fees of at least $10,000 per bid, and demonstrated experience developing energy facilities with a combined nameplate capacity of at least 100 megawatts. Responses may include confidential materials, subject to specified labeling and redacted-copy requirements, and will generally be published on the Agency's Energy Storage webpage.
