This special notice advises industry about a Hawaiian Electric Company RFP incorporating Department of the Navy energy-resilience requirements and making non-excess land at Marine Corps Base Hawaii available to a selected developer. The notice itself is not a request for proposals, quotes, or bids, and the Department of the Navy will not award a contract or agreement directly from this notice. The anticipated project requires a developer to plan, finance, construct, own, operate, and maintain at least 30 MW of firm generation, along with variable-generation and energy-storage systems. The project must connect to the Hawaiian Electric distribution system while supporting fast switching and control, islanding, black-start capability, reliable power during grid disruptions, and energy-resilience improvements. Two sites of approximately 6.08 acres and 4.21 acres are available under a real-estate partnership framework, with potential in-kind infrastructure upgrades benefiting the installation and surrounding community.
