Description
The City of Ruston, Louisiana, acting through Ruston Light & Power, is soliciting proposals for successor electric capacity and energy supply arrangements because its existing full-requirements power supply arrangement expires May 31, 2027. The requested services are to commence June 1, 2027, with desired terms of three to five years. Proposers may submit offers for one or more of four product types: Full Requirements Service, Energy-Only Load Following Service, Energy-Only Fixed Load Shape Monthly Blocks, and Capacity-Only Block. The City may award one or more contracts. Eligible respondents include qualified suppliers, electric utilities, independent power producers, qualifying facilities, exempt wholesale generators, non-utility generators, FERC-certified electric power marketers, authorized municipal or cooperative utilities, and qualified energy managers. A Notice of Intent to Propose is required to receive hourly interval load data and addenda. An NDA is required before release of confidential or proprietary information. Proposals must be submitted electronically in accordance with the RFP instructions.
