Description
The City of Corcoran is soliciting qualifications-based proposals from certified materials testing laboratories for two federally funded transportation projects: the Equitable Health, Safety & Connectivity Project and the Whitley Avenue Pedestrian Crossing Enhancement. Category A covers field and laboratory sampling, inspection, acceptance testing, materials submittal review, testing logs, reports, and final compiled testing documentation. Category B covers independent assurance, including verification of laboratory accreditation, tester certifications, equipment calibration, proficiency split-sample testing, witness testing, corrective-action recommendations, and IA reports. A proposer may submit for either or both categories, but the City will award Category A and Category B to different firms. The resulting agreements will be project-specific professional services contracts compensated on a cost-per-unit-of-work basis against negotiated not-to-exceed amounts. Proposals must address the firm's approach, personnel qualifications, related experience, credentials, testing plans, references, financial-management capability, and required certifications and forms. The selected consultants must maintain applicable laboratory accreditations, tester certifications, DIR registration, insurance, prevailing-wage and Davis-Bacon compliance, and applicable federal procurement compliance. The proposal itself may be submitted electronically as one searchable PDF by email, but the separate fee schedule must be submitted in hard copy in a sealed envelope.
