Description
The Port Authority of New York and New Jersey is seeking proposals from firms to perform expert professional facility condition surveys for bridges and buildings under a four-year task order program. Firms may propose for bridges, buildings, or both, and the Authority may retain multiple firms. Services include field inspections, review of structural records, inspection documentation and photographs, PowerPoint presentations, condition survey reports, repair recommendations, immediate-action responses, and applicable bridge inspection reports. Future task orders may include on-site inspectors, structural analyses, load ratings, facade inspections, and related access, traffic-control, railroad, confined-space, and safety activities. Prime firms must demonstrate at least 10 relevant completed projects in each proposed category within the specified lookback period and provide qualified licensed engineering staff and supporting licenses or certifications. The proposal must use the Authority's editable Proposal Template and forms, address staff and firm qualifications, include an MBE/WBE/SDVOB participation plan, and provide cost multipliers and salary schedules. The solicitation establishes participation goals of 20% MBE, 10% WBE, and 3% SDVOB and requires specified insurance coverage, including commercial general liability, automobile liability, workers' compensation/employers liability, and professional liability insurance.
