Description
The Rhode Island Department of Corrections is soliciting a vendor to provide comprehensive onsite vision and optometry services for approximately 2,400 incarcerated individuals housed across six facilities at the Pastore Complex. The scope requires at least 24 hours per month of optometrist coverage and 10 hours per month of optician coverage, with services delivered in a secure correctional healthcare environment. Required services include comprehensive eye examinations; diagnosis, treatment, and management of ocular disease and vision disorders; glaucoma and diabetic retinopathy screening; urgent and emergent eye care; specialty ophthalmology referral coordination; prescription, fitting, adjustment, repair, and replacement of eyeglasses; and clinical documentation. The vendor must provide qualified Rhode Island-licensed personnel, optical materials, clinical oversight, administrative coordination, continuity of care, security compliance, HIPAA compliance, and mandatory correctional-facility orientation. Corrective eyewear must use non-metal, security-compliant frames and non-shattering lenses. The response must include an eight-page technical proposal, completed cost proposal, Supplemental Bidder Attestation, applicable MBE/WBE/Disability Business Enterprise participation forms, and samples of proposed frame styles.
