Description
Providence Public Schools seeks an independent audit of special education identification practices, service delivery, and program effectiveness for Pre-K through Grade 8 students. The work includes analyzing five years of data by student and school characteristics; calculating risk ratios and disproportionality indicators; comparing results with state, urban-comparator, and national benchmarks; reviewing policies, procedures, student records, evaluations, eligibility decisions, IEPs, placement, service minutes, and least restrictive environment practices; and assessing MTSS implementation and intervention fidelity. The selected vendor must conduct stakeholder interviews or focus groups and observations, perform root-cause and instructional-practice analyses, review program and staffing models, and provide an executive summary, board-level report, comprehensive technical report, school-level reports, an interactive district dashboard, an action plan with one-, three-, and five-year implementation horizons, and presentations for district leadership and the school board. Optional coaching may also be proposed. Required qualifications include expertise in IDEA and Section 504, special education audits, disproportionality and equity analysis, MTSS, qualitative and quantitative data analysis, urban school districts, and organizational change. Interim findings are due within 60 days, with final analysis and recommendations completed by December 31, 2026.
