Description
The North Carolina Department of Health and Human Services, through the State Property Office, is soliciting proposals from qualified North Carolina domestic, registered, and qualified financial institutions to provide, install, and operate an automated teller machine at J. Iverson Riddle Developmental Center. The ATM must provide 24-hour withdrawals, deposits, and transfers; access at least two major national networks; use existing regional or national cards; charge reasonable transaction fees; and remain in place for the lease duration regardless of usage unless otherwise terminated. The lessee is responsible for installation, improvements, telephone and computer-line services, alarm and other special equipment, security, maintenance, signage, and applicable regulatory approvals. The initial lease term must be at least three years, with renewals by mutual agreement. The anticipated effective date is January 1, 2027, or another date satisfactory to the State. Proposals will be evaluated based on operational suitability, demonstrated ability, financial capacity, rent offered, and other public-interest factors. The completed PO-28 ATM Proposal Form and supporting documentation are required, including an executive summary or signed cover letter, organizational background and similar experience with references, operating plans and permit research, proposed improvements and startup timeline, and current financial information. Electronic submission through the North Carolina eProcurement Electronic Vendor Portal is required; mailed, emailed, and hand-delivered proposals are not accepted.
