ADVERTISEMENT FOR BIDS Morganton WTP Raw Water Weir Abutment Wall Repair for City of Morganton Morganton, North Carolina General Notice City of Morganton (Owner) is requesting Bids for the construction of the following Project: Morganton WTP Raw Water Weir Abutment Wall Repair 2502940 Bids can be submitted at any time during our normal business hours of 8:00 A. M. to 5:00 P.M. Monday thru Friday to the Development and Design Services Department, at Morganton City Hall. The bid proposals shall be submitted sealed, by mail, or delivered in person to the Development and Design Services Department on the second floor of City Hall. Bids will be received up until 2:00 P.M. on Tuesday, September 29, 2026. Bids will be opened at City Hall in Council Chambers at the stated date and time. No bids shall be received after the above-stated time. Bids must be on standard forms furnished in the contract documents and marked appropriately as Morganton Water Treatment Plant Raw Water Weir Abutment Wall Repair. Pre-bid Conference A mandatory pre-bid meeting is scheduled for 10:00 A.M. on Tuesday, September 8, 2026, at 100 Coulter Street, Morganton, NC 28655, City of Morganton Water Treatment Plant. Site visit to follow. Scope of Work The Project includes the following Work: The City of Morganton Water Treatment Plant is responsible for producing and distributing potable water to the community. Drawing directly from the Catawba River, the plant has a production capacity of 18 million gallons per day (MGD). In late September 2024, surface water flooding and storm surge due to Hurricane Helene caused damage to the raw water facilities of the plant that limit the system's ability to operate properly. Garver performed an assessment of the site in October 2024 to document damage resulting from the storm and to identify opportunities for increased resiliency to reduce the risk of catastrophic failure in the future. Generally, the scope of this project will include repair and rehabilitation of the headwall and embankment immediately downstream of the low head weir at the raw water facilities located on the Catawba River at 100 Coulter St. Generally, the scope of construction for this project will address the following: Weir Gate and Screen: o Debris buildup is evident at weir gate and bar screen; gate is now inoperable. Repairs to include debris removal, weir gate replacement, and concrete structure repair. Weir Abutment/ Headwall: o Repair erosion and sinkhole that has developed downstream of dam along concrete abutment. Sinkhole is approximately 15 feet long by 5 feet wide. o Repair concrete abutment wall downstream of dam to address hole near base of wall. o Replace railing that was damaged from debris along abutment wall and weir gate. Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt. To be accepted, a bid must be accompanied by a bid security instrument payable to the Owner in an amount not less than five (5%) percent of the total base bid, in the form of either (a) a cashier's check or certified check or (b) an acceptable bidder's bond with a surety authorized to operate in the state of the project. BID BOND/SECURITY MUST BE PROVIDED IN A SEPARATE SEALED ENVELOPE FROM THE BID FORM AND OTHER REQUIRED DOCUMENTS. Performance, Payment Bonds will be required on the forms provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the state of the project state to act as surety, or other surety or sureties acceptable to the Owner. Please note that the bid documents retain Historically Underutilized Business ("HUB") and Minority and Women-Owned Business Enterprises (MWBE) requirements. Although SL-2026-41 has recently been enacted by the North Carolina General Assembly, the HUB requirements remain applicable to this procurement project because the capital improvement project involves federal funding, specifically Federal Emergency Management Agency (FEMA) funds. Accordingly, all bidders must comply with the HUB provisions as set forth in the bid documents. Bids shall be submitted strictly in accordance with the instructions and timelines stated in the enclosed materials. Federal Funding has been secured to finance this project. Build America, Buy America (BABA) Compliance Requirements and Davis Bacon Compliance Requirements shall be followed for this project with contractor being responsible for maintaining all documentation. a. Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting.
