Description
McDowell County is requesting statements of qualifications from engineering firms to provide complete designs, permitting support, and construction project management and certification for debris removal, streambank stabilization, and restoration at several sites in various watersheds. The scope includes in-stream structures such as boulder cross veins, log veins, and j-hooks; woody and cobble debris removal; floodplain studies and administration; FEMA 100-year flood-zone no-rise/no-impact studies; NRCS standards compliance; and landowner outreach and coordination. The selected firm must have a North Carolina professional engineer license, experience with Western North Carolina streambank and stream restoration projects, permitting expertise, and the ability to mobilize staff quickly. The qualification package must include a letter of interest, five completed Western North Carolina projects, professional experience and education information, evidence of completing projects on time and within budget, service-office locations, any proposed subcontractor qualifications, and at least three references for similar projects. Subcontracting is permitted with County approval. The contract will include applicable federal Uniform Guidance requirements, including equal opportunity, labor standards, environmental compliance, suspension and debarment, lobbying, and domestic-preference provisions.
