Description
The Towns of East Montpelier and Calais, together with the East Montpelier Volunteer Fire Department, seek an independent public safety consultant to conduct a comprehensive quality assurance/quality improvement assessment of the department’s EMS operations. The review must address operational performance and readiness, staffing and training, policies and protocol compliance, equipment and apparatus, financial condition, regulatory and contractual obligations, and the department’s ability to serve East Montpelier, Calais, Plainfield, and Marshfield. The scope also includes governance, communication and complaint/grievance processes, human resources practices for paid and volunteer personnel, credentialing and training records, comparative analysis, financial analysis, stakeholder interviews, draft findings, a final written report with prioritized recommendations, and at least one final presentation. Proposals should include qualifications, relevant Vermont and EMS experience, resumes, methodology and work plan, a timeline completing the engagement within three months of hire, an itemized cost proposal, at least three comparable references with contact information, and conflict-of-interest disclosures. The approximate total budget is $15,000, inclusive of fees and expenses.
