Description
The Vermont Office of Child Support is seeking one contractor to provide project management and comprehensive readiness services for replacing its legacy ACCESS child support case management system. The contractor will prepare a federal streamlined feasibility study supporting future modernization, including project background and stakeholder analysis, current-state assessment, requirements analysis, alternatives analysis, cost-benefit analysis, risk analysis, a preferred alternative, and a modernization roadmap. The work includes operational and technical gap analysis, development of a Requirements Traceability Matrix, evaluation of status quo, transfer of an existing certified state system, new development, and commercial off-the-shelf alternatives, and support through federal review and approval. Deliverables include a needs assessment and gap analysis, alternatives and cost-benefit analyses, and the final approved feasibility study. The contractor will also manage the project, facilitate meetings, conduct stakeholder engagement, develop schedules, attend weekly status meetings, and provide presentations, revisions, and other support. Work is anticipated to be conducted remotely with limited or no on-site visits.
