Description
The Town of Hardwick is soliciting qualifications-based proposals from engineering firms or individuals to provide preliminary and final design engineering, regulatory coordination, permitting support, environmental review support, cost estimating, bidding assistance, and complete construction management for reconstruction of its wastewater treatment facility and two lift stations. The project must maintain existing treatment capacity and operations while meeting current codes, federal funding requirements, floodplain requirements, and applicable Vermont and federal environmental and regulatory standards. The selected consultant will develop bid-ready construction drawings and technical specifications, an engineer’s opinion of probable construction cost, flood-resilience documentation, permit applications, and related design deliverables. Construction-phase services include bid and contract administration, submittal and payment reviews, change-order support, construction observation, testing and startup coordination, as-built drawings, operations and maintenance manuals, and federal grant closeout assistance. The approved project estimate is $8,269,201.41, although the final project scope and cost will be established during design. Services are estimated to run from summer/fall 2026 through December 2030, with a possible authorized extension.
