Description
The County seeks one vendor to operate a 24/7 Family Urgent Response System for current and former foster youth, probation youth, and their caregivers. The vendor will receive referrals from the statewide hotline and provide timely, face-to-face mobile responses in homes or community settings, including de-escalation, stabilization, conflict resolution, follow-up, and connections to ongoing support. The program must be available across metropolitan and rural areas and respond to urgent calls within one to three hours and non-urgent calls the same day or within 24 hours. The vendor must coordinate with county departments and community providers, use trauma-informed and culturally responsive approaches, and provide or ensure access to specified behavioral health services. Proposals must include a four-year budget and narrative using the provided templates, a cost allocation plan, service and staffing plans, measurable outcomes, and required disclosures and references. The anticipated operational cost is $572,522 per 12-month period. The agreement is planned for two years, with up to two additional one-year renewals.
