Description
The County seeks one contractor to provide conflict-free legal representation to indigent adults and juveniles, including court-appointed cases in criminal, juvenile, and other eligible proceedings. The contractor must accept non-conflict appointments, provide up to seven levels of conflict-free representation, handle cases through final disposition and applicable post-disposition duties, and maintain qualified attorneys, investigators, and support staff. The scope includes case management, investigation, ancillary services, reporting, secure records, and appropriate office arrangements. Proposals must describe the firm's experience, legal representation and transition plans, staffing and management approach, training and quality controls, subcontracting arrangements if proposed, and protections for confidential client information. The proposal must include a five-year cost proposal and budget narrative using the provided cost proposal workbook, along with the requested proposal narratives, disclosures, references, and completed solicitation forms. The County anticipates a five-year contract term. Required insurance coverage is specified for the awarded contractor, including general liability, automobile, workers' compensation, employer's liability, professional liability, molestation liability, and cyber liability.
