Description
Oswego County is seeking a qualified child welfare agency to provide comprehensive adoption transition and foster care support services. The scope includes assigning casework professionals for at least two face-to-face community visits per child each month; adoption education; visitation and placement transition planning; school-placement coordination; Family Assessment and Service Plan support; recruitment, certification, recertification, and support of pre-adoptive families; finalization-document preparation; trauma-informed services; and support for children and families affected by Reactive Attachment Disorder. The contractor must maintain required New York State Office of Children and Family Services licensing and compliance, document services in the New York State CONNECTIONS system, provide monthly data and performance reporting, and maintain qualified, screened, supervised staff. Proposals must address the service approach, assigned personnel and qualifications, organizational experience, resources, performance evaluation, pricing, and at least three references. Annualized costs may not exceed $125,000, and administrative costs may not exceed 15% of requested service funds.
