Description
Chatham County seeks a qualified nonprofit, for-profit, or governmental service provider to implement an evidence-based Children in Need of Services (CHINS) grant program. The selected provider will deliver or oversee intensive, strength-based, family-centered, in-home wraparound services for youth ages 11–17 referred by the Chatham County Juvenile Court, serving at least 35 youth during the grant period. Services may include comprehensive needs assessments, individualized service plans, intensive case management, family counseling, parent coaching, crisis intervention, school advocacy, behavioral and social-emotional skill development, and referrals to behavioral health, substance-use, mentoring, workforce, housing, and other community resources. The provider will recruit and manage facilitators and provider agencies, arrange training and certifications, maintain fidelity to approved evidence-based models, develop policies and procedures, monitor performance and compliance, manage data systems, and submit regular program and grant reports. Proposals are evaluated on experience and qualifications, technical approach, M/WBE participation, and references. The service period is expected to run from January 1, 2027, through September 30, 2027, with services generally lasting three months per case and possible extensions under applicable juvenile-code provisions.
