Description
Los Angeles County Department of Children and Family Services is seeking one contractor to provide Caregiver and Youth Support Services across the Family Urgent Response System, Placement Stability Team, Intensive Placement Home, and Temporary Support Home programs. The scope includes caregiver recruitment, preparation, training, coaching, case management, resource navigation, weekly support groups, youth support, placement-stability services, crisis intervention, emergency on-call support, transportation, and assistance with temporary support-home operations. Services must be available 24 hours per day, seven days per week, including holidays, and may be delivered in homes, placement locations, or virtually across Los Angeles County. The contractor must maintain specified staffing levels, including at least three clinical mental-health providers and eight in-home specialists, support at least 48 temporary support homes, and meet program-specific service capacities. Proposers must demonstrate relevant experience, nonprofit or public-entity eligibility, past performance, financial capability, and required qualifications. The proposal must include four electronic PDF files: required forms and corporate documents, a business proposal, a cost proposal, and three years of financial statements, including at least one audited statement from the last 18 months. The maximum annual contract amount is $1,406,365.68, with an anticipated one-year term beginning June 1, 2028, plus four one-year extension options.
