Description
Ocean County is seeking one or more qualified organizations to provide a comprehensive, time-limited youth diversion continuum for at-risk youth referred through authorized Family Court, law enforcement, school, and community pathways. Services must include assessment and service matching, proportionate accountability, behavioral and social skill development, positive youth development, family engagement, school engagement, restorative practices, community service connection, warm handoffs, and transition or closure support. The program must provide flexible brief, structured, individualized, and enhanced interventions, including school-based diversion and individual alternatives when group services would cause delay. Applicants must demonstrate at least two years of experience providing comparable services to Ocean County youth and families, use appropriately licensed professionals, meet New Jersey licensing requirements, and support timely access, culturally responsive and trauma-responsive delivery, data collection, performance reporting, fee-for-service billing, and continuous quality improvement. Proposals must include a project narrative, detailed cost proposal, organizational and compliance materials, and required certifications. Funding of $100,000 is identified for the program, with an initial period from January 1 through December 31, 2027 and possible annual renewals for a total contract period not exceeding five years.
