Description
The New Mexico Children, Youth and Families Department is soliciting proposals for face-to-face one-on-one and group mentoring services for at-risk and high-risk youth ages six through eighteen. Services must support positive development, resilience, social, emotional, and academic well-being through allowable activities such as academic success, health and wellness, life skills, fitness, and structured recreation. Each participant must receive at least three hours of qualifying services per month under the detailed scope, while the overview states four hours per month. Contractors must recruit and screen mentors, provide mentor and family training, match and monitor mentor-mentee relationships, maintain safety and closure procedures, track participant outcomes, comply with background-check and trauma-responsive training requirements, and maintain required insurance. Proposals may address individual or group services; the procurement permits multiple-source awards and supports a contract term of up to four years, subject to appropriations, performance, and compliance. Individual mentoring reimbursement is stated at $75 per hour for at-risk youth and $100 per hour for high-risk youth, while group mentoring reimbursement is $25 per hour per eligible youth.
