Description
Durham Public Schools is issuing a Request for Proposals to obtain qualified vendors for in-person school psychology services during the 2026–2027 through 2028–2029 school years. The need is intended to address staffing shortages and ensure timely, legally compliant services for students with Individualized Education Programs under the Individuals with Disabilities Education Act, North Carolina policies, and local procedures. The district currently has approximately 4.5 openings and would like to cover at least three through this procurement, with an anticipated caseload of approximately 60–70 evaluations. Services must be delivered 100% in person and include evaluations and reevaluations, psychoeducational testing, observations, rating scales, report writing, assessment-data entry into ECATS, IEP and student-support-team participation, MTSS meetings, safety and threat assessments, collaboration with staff, students, and families, monthly professional learning communities, and participation in the FBA/BIP process. Providers are expected to work approximately 7.5 hours per day, with 20–25 hours per week devoted to evaluations. Assignments will be made on an as-needed basis, and the district may work with one or multiple vendors. Pricing will be negotiated with bidders; no estimated budget or current rates are available. Background checks are required before a provider’s first day of service, while North Carolina Secretary of State registration is required at proposal submission. Any performance bond would be post-award only, and no liquidated-damages schedule applies.
