The City of Durham Department of Parks and Recreation is soliciting proposals from qualified agencies to provide artist management and booking services for national headlining artists at the 2027 Bimbe Cultural Arts Festival, scheduled for May 15, 2027. The City is seeking R&B artists such as Faith Evans, Monica, Keisha Cole, or artists of similar caliber, with each artist performing for at least 45 minutes. The selected contractor must negotiate artist bookings subject to City approval; provide weekly negotiation-status updates; arrange air and ground transportation, meals, hotels, riders, and hospitality; coordinate artists from arrival through departure; and submit backline needs in writing within two weeks after artist approval. Proposals must include artist options in two price ranges—$35,000–$45,999 and $46,000–$55,000—with at least five examples in each range and turn-key costs included. Responders must also provide booking-business experience, recent artist-booking experience, an itemized budget, at least three references from the past three years, project-team resumes, a non-collusion affidavit, a contractor workforce diversity questionnaire, and signed addenda if issued.
