Description
The City of Durham is soliciting Statements of Qualifications from consultants to provide on-call civil site engineering development plan review services. Selected firms will act as an extension of City staff, reviewing private development civil and site engineering plans, calculations, drainage reports, utility designs, and related materials for compliance with applicable municipal, state, and federal requirements. The City anticipates selecting multiple firms across five discipline areas: stormwater conveyance, stormwater treatment and stormwater control measures, water distribution systems, wastewater collection systems, and street design. Typical work includes preparing written comment letters, responding to applicant inquiries, attending pre-application and coordination meetings, and recommending approval or resubmittal. The procurement will establish three-year Master Service Agreements, with Supplemental Service Agreements issued for individual review tasks. Proposals must identify the discipline areas for which the consultant is qualified and include a cover letter, legal-status information, and experience and stated-interest information describing three similar projects. Fee information is not considered during the qualifications-selection phase.
