Description
The City of Durham is requesting qualifications from professional firms to provide Construction Engineering and Inspection (CEI) services for three separately bid projects: Access to Transit—Horton Road, the Holloway Transit Emphasis Corridor, and the Fayetteville Transit Emphasis Corridor. The City may select one firm for multiple projects or assign firms individually by project. Services include construction oversight and quality assurance, inspection reports, materials and equipment compliance, ADA verification, project logs suitable for federal audit, shop-drawing/RFI/submittal and record-drawing review, transit continuity planning, stakeholder coordination, work-zone traffic and transit control, utility coordination, schedule and cost management, and field verification of temporary conditions. Firms must propose staffing appropriate to each project; dedicated or combined project-management structures and part-time schedule reviewers are permitted. The latest estimated construction costs are approximately $1.25 million for Horton Road, $15 million for Holloway, and $13 million for Fayetteville. Horton Road bidding is anticipated in fall 2026, with construction beginning at the end of 2026; Holloway bidding is anticipated at the end of 2026, with construction likely beginning in spring 2027; and Fayetteville bidding is anticipated in late 2027, with construction beginning late that year. Construction may be intermittent because of contractor phasing and corridor constraints. Two projects involve FTA funding, but the CEI firm is not required to meet with FTA, serve as an FTA designee, or complete an FTA-specific form. No DBE, M/WBE, HUB, or other participation goals are required. Addendum 2 increased the maximum page limits for Experience and Stated Interest and Reference Projects from five to six pages each; the Letter of Interest remains limited to one page and Approach to three pages.
