Description
Keller Independent School District is soliciting proposals for one or more options: installation of a district-owned, self-provisioned fiber network; fully managed WAN circuits over third-party networks; Category One network equipment needed to make the proposed services functional; a vendor-recommended alternative solution; and ongoing maintenance and operations for the district's existing self-provisioned fiber. The self-provisioned option requires at least six strands of single-mode OS2 fiber, while third-party WAN circuits must provide at least 10 Gbps per circuit and scale to 100 Gbps, with symmetrical full-duplex service, defined performance standards, continuous monitoring, and service-level remedies. Proposals must include detailed construction, circuit, equipment, maintenance, implementation, and lifecycle pricing, with eligible, potentially eligible, and ineligible or locally funded costs separately identified. The solicitation requires a mandatory walkthrough, three comparable references, a current W-9, FCC registration and SPIN information, a completed pricing sheet, an exceptions page, and numerous certifications and disclosures. The initial service term begins July 1, 2027, and third-party-network or vendor-recommended contracts may run for 10 years with up to ten one-year extensions. Awards are subject to E-Rate funding and district approval.
