Description
The California Department of Veterans Affairs is seeking a contractor to install reflective privacy solar-control window film on 480 windowpanes at the Virginia Mae Days Skilled Nursing Facility. The scope includes 472 panes measuring 77 by 40 inches and eight panes measuring 74 by 37 inches, plus up to 40 on-call film removals and replacements during the contract term. The film must provide daytime privacy, glare and solar-heat reduction, UV protection, and scratch resistance; meet specified performance criteria; and have ASTM E84 Class A certification for healthcare occupancy use. Substitutions require approval, and the installer must be authorized by the film manufacturer. The contractor must provide labor, equipment, materials, trained personnel, transportation, licenses, permits, and related expenses; maintain C-61 Limited Specialty and D-52 Window Coverings licenses; provide at least two similar projects completed within the last three years; comply with prevailing-wage and public-works requirements; and meet a five-percent Disabled Veteran Business Enterprise participation requirement. The project duration is 90 days from the Notice to Proceed, with an additional one-year extension option at the State's discretion.
