Description
San Mateo County Probation Department is soliciting proposals for a three-year juvenile creative arts program at the Youth Services Center–Juvenile Hall. The contractor will provide weekly general art classes and creative arts workshops, up to four hours per week for 50 weeks annually, with individual sessions of up to two hours and approximately 20 youth per workshop. Instruction will cover drawing, sketching, shading, composition, color, painting, illustration, portraiture, creative design, mixed media, visual storytelling, and other appropriate techniques. The contractor must develop lesson plans and instructional materials, conduct demonstrations and individual or group projects, support positive self-expression and personal growth, document services, and coordinate with Probation and facility staff. Experience or demonstrated ability involving mural art in correctional, juvenile detention, or other secure institutional settings is required. Services must be trauma-informed and comply with facility safety procedures, onboarding and security training, background clearance including Livescan fingerprinting, applicable licensing, and health and safety requirements. Proposals must include an approach, qualifications and similar project experience, references, schedule, innovations, performance measures, and a separate fee proposal.
