Description
Alameda County is requesting proposals for integrated urine and oral-fluid drug testing devices, alcohol testing products and equipment, and laboratory testing services for routine court-ordered testing by the Alameda County Probation Department. The contractor must provide urine devices capable of detecting at least 18 specified substances, oral-fluid devices meeting the required drug combination and cutoff levels, breath-alcohol equipment appearing on the National Highway Traffic Safety Administration Conforming Products List, maintenance and replacement parts, training, technical support, and all necessary specimen-handling supplies. The County will not accept partial bids, and the contractor's own laboratory must perform all laboratory testing; subcontracting the laboratory work is not permitted. The contractor must provide overnight specimen transportation, laboratory screening and confirmation using GC/MS and/or LC-MS/MS, secure web-based reporting with HIPAA and applicable privacy-law compliance, and required certifications and licenses. Historical usage is approximately 1,600 urine cups, 700 oral-fluid kits, and 20 laboratory-confirmation specimens annually, but quantities are estimates only and are not guaranteed. The contract term is three years with an option to renew for two additional years.
