Description
The Texas Health and Human Services Commission is seeking a contractor to provide daily permit mail services for Disability Determination Services. The scope includes pickup of outgoing mail from the Austin service location, secure transportation and handling of mail containing personally identifiable information, processing of up to approximately 15,000 envelopes per day, presorting and exact-weight preparation, generation of Intelligent Mail barcodes, preparation of postage statements, and delivery to a USPS Business Mail Entry Unit or approved alternate location for same-day processing. Annual volume may reach approximately 3,000,000 mail pieces, including letter-, booklet-, and flat-sized mail, with occasional international mail. The contractor must be a certified USPS Permit/Presort Bureau, USPS CASS and MASS certified, manufacturer, dealer, or provider, and must demonstrate at least three years of relevant experience. The response must include pricing, affirmations, bidder references and qualifications, and other required information as applicable. The initial contract term is October 1, 2026, through August 31, 2027, with one potential one-year renewal and a possible extension of up to one year. Required insurance includes workers’ compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella liability coverage.
