Description
This Sources Sought notice requests information from qualified contractors capable of providing comprehensive, performance-based records operations services for the U.S. Citizenship and Immigration Services National Benefits Center. The requirement covers management, supervision, labor, materials, and other resources for mailroom and courier operations, file creation and control, file inventory and maintenance, correspondence management, FOIA scanning, document and image scanning, biometric and FBI security checks, background interviews, and extensive pre-processing of immigration applications and petitions. Contractors must support electronic and physical records, maintain accurate USCIS system updates, prepare cases for adjudication, and accommodate fluctuating application volumes and process changes. The requirement also includes integrated program management, quality control, staffing and training plans, standard operating procedures, business-process improvement, reporting, continuity and contingency planning, and transition support. Work will primarily be performed at USCIS facilities in Lee’s Summit, Missouri, and Overland Park, Kansas, with limited approved remote work for electronic workloads. The draft PWS requires a Secret-level facility clearance and Secret clearances for designated personnel handling classified materials, while all contractor personnel require a Public Trust Tier 2 suitability determination.
