Description
The City of Austin, doing business as Austin Energy, is soliciting proposals for staff augmentation providing routine and emergency relay services for substations, power plants, and transmission and distribution systems. The scope includes relay installation and removal, panel assembly and wiring, fiber-optic work, SCADA and RTAC installation, equipment and system commissioning, testing, startup, maintenance, troubleshooting, protective-relay logic verification, and related field services. Contractors must provide skilled journeyman-level technicians, labor, supervision, tools, test equipment, safety equipment, transportation, temporary materials, and rapid mobilization capability. Offerors must demonstrate an established safety program, provide OSHA logs and applicable training records, show experience with relay testing and commissioning including RTS software and Doble testing, and submit staffing, qualifications, references, execution, quality-assurance, and safety information. Pricing is based primarily on hourly labor rates, with additional pricing for test equipment, related services, equipment, and reimbursable expenses. Work will be issued through authorized work releases and purchase orders, with electronic commissioning data, reports, and final documentation required during performance.
