Description
Employment and Social Development Canada is seeking information on the feasibility of recurring courier services from Service Canada Centres in Geraldton and Marathon, Ontario, to Chatham, North York, Timmins, and Surrey, British Columbia. Preferred delivery standards range from one to three business days. Each origin site averages three to four shipments per week weighing up to 0.5 kilograms, and vehicles must accommodate up to 10 mail boxes or bags measuring approximately 16 by 12 by 12 inches. Drivers may need to handle loads up to 30 kilograms. Responses should address recurring and ad hoc pickup procedures, temporary storage and chain-of-custody controls, vehicle security and maintenance, driver and vehicle equipment, contingency arrangements, bilingual service capability, and backup delivery services during a Canada Post disruption. Subcontractors and established national courier carriers are permitted, subject to applicable subcontracting security requirements and prior approval from the Public Services and Procurement Canada Contract Security Program; security screening is not required at the RFI response stage. Vendors may respond for only some listed locations, including the Greater Toronto Area, and a single provider is preferred although regional or multi-provider models will be considered. This RFI is for market research and does not commit the government to a future solicitation or contract award.
