Description
The City of Austin, doing business as Austin Energy, is seeking contractors to provide ready access to labor, supervision, equipment, tools, safety devices, temporary materials, and conveyances for routine and emergency relay services supporting substations, power plants, and transmission and distribution systems. Work may include receiving and transporting utility-furnished materials; installing, removing, wiring, and testing relay panels, battery chargers, AC/DC panels, SCADA remote terminal units, and RTACs; fiber-optic and inner-duct work; relay-system maintenance; commissioning; testing; troubleshooting; and startup through full energization. Contractors must provide qualified journeyman-level technicians, safety and drug-screening programs, required licenses and certifications, tools and test equipment including Doble relay test equipment and Enoserv RTS software, and all required personal protective equipment. Work may be issued through variable, routine, or emergency work releases and requires compliance with Austin Energy safety, arc-flash, lockout/tagout, confined-space, cybersecurity, and reporting requirements. The solicitation requests technical and staffing information, safety-program documentation, OSHA logs and training evidence, references, pricing for labor classifications and equipment, the Offer and Certifications form, the Price Sheet, the FACTA Affidavit, and Addendum 1.
