Description
Lansing Board of Water and Light is seeking contractors to provide labor, equipment, materials, supervision, a dewatering location, and lawful storage or final disposal for spoils generated by its facilities and construction activities in the Lansing area. The spoil slurry is typically approximately 50% water and 50% excavated material, with vacuum truck loads generally ranging from 10 to 12 cubic yards. The contractor must perform required testing and obtain applicable permits, authorizations, and licenses; submit a Description of Operations; maintain required receipt, storage, and disposal records; provide groundwater-quality and fugitive-dust documentation before commencement; furnish truck delivery tickets; provide adequate lighting; and assume ownership and environmentally responsible disposal of the spoils. Access to the dewatering or spoil location must be available to BWL personnel or an approved contractor 24 hours a day, 365 days a year. BWL estimates approximately 250 loads annually and may award services to multiple bidders. Proposals must be submitted through the IonWave electronic bidding portal by the stated deadline. The response requires pricing for receiving, dewatering, and final disposal, required electronic bid attributes, a sworn and notarized Iran Economic Sanctions Act affidavit, at least three similar-work references, current TCIR and/or DART safety data, and any applicable exceptions to the terms and conditions. A site inspection is required before award assignment. The contract term is three years, and the solicitation requires specified insurance coverage, including $1,000,000 commercial general liability and automobile liability limits, workers' compensation as required by Michigan law with $1,000,000 employers' liability, and other coverage where applicable.
