The Ingham County Housing Commission (ICHC) announces the availability of 5-Year Mainstream Section 8 Project-Based Vouchers (PBV) for projects receiving Low Income Housing Tax Credit (LIHTC) funds. Up to eight PBV units, or 25% of a project's total units (whichever is less), may be awarded. Eligible units must be 1- or 2-bedroom family units for persons with disabilities. Preference will be given to projects located outside Lansing, Michigan within Ingham County. Projects serving a specific disability group or clients of a particular provider are not eligible. Tenants will be referred exclusively from ICHC waiting lists. Sponsors must comply with all applicable Mainstream Section 8 PBV regulations (24 CFR Part 983) and ICHC Administrative Plan requirements. Selection criteria include project need, financial feasibility, readiness to proceed, compliance with County obligations, and eligibility to work with HUD. Preference will be given to projects that create new affordable housing, serve persons with disabilities, maintain affordability beyond 20 years, provide units affordable to lower-income households, support sustainable development, and leverage additional funding sources. Owners and developers proposing new construction or rehabilitation projects that expand long-term affordable housing for very low- and extremely low-income households are encouraged to apply. Proposals are due by 4:00 p.m. on September 21, 2026.
