The City of Lansing’s Human Relations and Community Services Department is seeking a governmental entity or nonprofit organization to manage and operate an Overnight Warming Center serving unsheltered individuals experiencing homelessness during Code Blue severe weather alerts. The selected provider will deliver immediate, non-facility-based care and operate a safe, supervised temporary shelter during life-threatening weather conditions. Responsibilities include staffing the facility, implementing intake and safety procedures, monitoring participant activity, maintaining cleanliness and readiness, collecting and entering participant data in accordance with Homeless Management Information System (HMIS) requirements, submitting mandated reports, and coordinating with the City and the Ingham County Continuum of Care. Applicants must submit a proposal of no more than five text pages, plus a one-page maximum budget, addressing organizational qualifications, operating approach, staffing, cultural competency, HMIS and coordinated-entry procedures, safety and maintenance standards, and a maximum fixed cost per night. The contract period is November 1, 2026, through March 31, 2027.
