The U.S. Department of Agriculture's Agricultural Research Service is soliciting a firm-fixed-price contractor to provide dry bean winter nursery services supporting the Sugar Beet and Bean Research Unit's breeding program. The contractor will receive government-furnished seed, prepare and label approximately 500 to 800 individual samples, plant them in single 10-foot rows in Puerto Rico by December 2026, and maintain the plots using appropriate tillage, irrigation, fertilization, weed control, and pest management practices. The contractor must perform the seed plots in open-field agricultural settings, not in a greenhouse, preserve the identity and integrity of each sample, prevent cross-contamination, harvest the beans by March 2027, and package and ship the harvested seed to the USDA research unit in East Lansing, Michigan, for receipt by April 2027. The anticipated contract includes one base year and four one-year option periods, for a maximum duration of five years. Quotations must include pricing for the base period and all option periods, a detailed technical approach addressing the scope of work, explanations of any requirements the offeror cannot meet, and past-performance information or references as applicable. The requirement also involves travel by U.S. Government officials; areas designated as “Do Not Travel” by the U.S. Department of State will not be considered.
