Description
Northern States Power Company is requesting proposals for the purchase of MISO Seasonal Zonal Resource Credits (ZRCs) for the 2027/28 MISO Planning Year. The company prefers resources located in MISO Local Resource Zone 1 but will consider other MISO zones if bidders identify the source zone and proposed pricing or settlement structure. Offers should address the applicable planning year and seasons, quantity in megawatts, LRZ, contract term, price, material conditions, acceptance dependencies, zonal settlement methodology where applicable, and transferability through MECT. Short-term offers may cover one or more seasons, while long-term offers may include seasonal ZRC commitments, capacity from identified generation resources, or alternative capacity structures for terms of up to five years. The requested minimum long-term bid quantity is 10 MW, with a preferred range of 25–75 MW. Proposals are evaluated based on factors including responsiveness, creditworthiness, transferability, resource adequacy value, commercial flexibility, price, and other benefits.
