Description
The City of Independence, through Independence Power & Light, is seeking proposals for a minimum of 20 MW and up to 100 MW of accredited SPP capacity, either capacity only or capacity and energy, beginning June 1, 2027. Proposed resources may be new or existing generation and may be offered through power purchase agreements, asset purchases, asset leases, or unit participation arrangements. Capacity must be accredited and deliverable to the Southwest Power Pool footprint; external resources must include firm transmission to the SPP footprint or the City's load. Respondents are responsible for applicable transmission costs and losses, and proposals must identify the assumed delivery point and separately state power supply and transmission charges. Proposals must address pricing, fuel supply, transmission, generation-resource location, development and permitting status, interconnection, site control, operating characteristics, environmental considerations, maintenance, financing, relevant utility-scale generation experience, and project schedules. Respondents must complete the mutual nondisclosure agreement and Proposal Data exhibit, provide a one-page executive summary and proposal limitations, and submit company and project information. The opportunity permits multiple proposal structures and may result in multiple awards. Proof of insurance and a City business license are required after award, not with the proposal.
