Description
Yolo County is requesting qualifications from an experienced process-serving firm to support the Colusa Sutter Yolo Regional Child Support Agency's legal enforcement activities. The scope includes personal, residence, designated-location, substitute, and other legally permissible service of summonses, subpoenas, orders, and related legal papers; local and non-local service; rush service within 72 hours; locate work; after-hours attempts; non-service reporting; proofs of service; declarations of due diligence; and court testimony at no additional cost. The contractor must maintain trained and properly registered or licensed process servers, required bonds, insurance, staffing, real-time case-status tracking, secure handling and transmission of service materials, and technology capable of recording required photographs, dates, times, and GPS or equivalent coordinates. The contractor may perform genetic-testing collection using kits supplied by the agency. Pricing must be submitted on the County-provided fee schedule for local and non-local service, substituted service, rush service, genetic-testing collection, stakeouts, and non-service. The initial contract term is one year, with up to two additional one-year renewals by mutual written agreement; annual spending is capped at $75,000.
