Description
The City of Tucson is seeking proposals for probation monitoring and home detention services for Tucson City Court. The scope includes defendant intake and supervision, monthly probation appointments, court coordination, compliance monitoring, victim communication and referrals, probation violation reporting, restitution and fee monitoring, indigent-participant procedures, recordkeeping, and related administrative support. The selected contractor must maintain at least two onsite personnel at City Court during regular weekday business hours, including at least one Spanish-speaking staff member, and must provide its own office supplies and fee-collection capabilities. The contractor must also furnish and operate GPS electronic monitoring services, including bracelets, straps, base stations, chargers, installation, removal, maintenance, inventory management, continuous monitoring, curfew and exclusion-zone alerts, violation notifications, reporting, monitoring-center operations, software, data analytics, automated check-ins, fee processing, and home-detention support. The solicitation requires a U.S.-based, continuously operated monitoring center and specifies extensive equipment, software, reporting, security, data-management, and support capabilities. Proposals must address the evaluation criteria, provide requested samples and organizational materials, and include the completed pricing page and signed Offer and Acceptance form.
