Description
Orange County Probation is soliciting proposals for Active Recidivism Reduction Initiative Via Engagement (ARRIVE) services for youth referred by Probation who are at high risk of reoffending or violating probation conditions, along with their parents or caregivers. The contractor must provide individual and group programming addressing criminogenic risk factors, parent empowerment, substance-abuse and relapse-prevention education, coping skills, positive peer relationships, culturally and linguistically appropriate services, and trauma-responsive and cognitive-behavioral interventions. The scope includes case-plan development, biweekly multidisciplinary meetings, engagement and transition planning, community-based resources, a program capacity of up to 75 youth, data collection, quarterly reporting, and outcome measurement. Services are provided until case-plan goals are met or six months have elapsed, whichever comes first, with possible approved extensions of up to three additional months. Proposals must include qualifications and references, staffing and key-personnel information, proposed services, outcomes and measurement materials, compliance statements, required certifications and declarations, a county-provided staffing plan, and a cost proposal covering five years. The response has a 40-page limit for Part 3, excluding specified materials.
