Description
The University of Iowa is seeking written qualifications and proposals from suppliers to assess and recommend the financial structure of its medical malpractice liability program within University of Iowa Health Care. The work must evaluate applicable Iowa medical malpractice laws, the 28E agreement, historical claims, current policy limits, funds flow, and the structure of Iowa Medical Mutual Insurance Company. The supplier must recommend whether to convert the mutual insurer to a captive, dissolve it and use full self-insurance up to applicable thresholds, or continue the current governance, policy, and financial framework. The supplier must also develop a malpractice risk index for each medical and surgical specialty to support premium-setting for departments and specialties. Responses must describe the supplier's experience with hospitals, academic medical centers, integrated delivery systems, professional-liability financing, self-insurance, captives, mutuals, and hybrid financing models; proposed approach and timeline; fee structure; three comparable references; key personnel; stakeholder involvement; identified issues and risks; compliance with the solicitation; and any exceptions to the University's terms. Audited financial statements and annual reports for the previous two years are required attachments. The resulting agreement is expected to have a one-year initial term with four optional one-year extensions, for a maximum of five years.
