Description
The Government of Barbados, through the Ministry of Energy, Business Development and Consumer Affairs, is seeking an individual consultant to provide procurement support for a project modernizing Barbados’ secured-transactions legal and infrastructure system. The consultant will update procurement plans, define procurement methods, conduct market research, prepare REOIs, RFPs, bidding documents, draft contracts, evaluation reports, and other procurement documentation, and manage procurement processes through award and contract finalization. The assignment also includes compliance and quality assurance under Government of Barbados and Caribbean Development Bank requirements, contract-management support, procurement tracking, stakeholder coordination, and reporting. Required deliverables include an inception report, periodically updated procurement plans, quarterly procurement reports, project-report inputs, procurement documentation, and a final report. The contract is for 30 intermittent working days over a three-year period, and the consultant will work remotely with virtual meetings as required. Applicants must have at least a bachelor's degree in a relevant field, five years of relevant procurement experience, and two years supporting similar technical-assistance or infrastructure projects.
