Description
The City of Detroit, through its Office of Contracting and Procurement on behalf of the Office of the Chief Financial Officer, is soliciting professional consulting services for grant management, financial compliance, fiscal oversight, risk management, and strategic recommendations. The scope includes reviewing financial operations and internal controls; supporting audit readiness and responses to findings; advising departments and component units throughout the grant lifecycle; improving grant administration and reimbursement processes; developing financial and grant-management reports, dashboards, policies, procedures, and monitoring tools; assisting with subrecipient oversight; and providing strategic planning, technical assistance, analyses, presentations, and other related consulting services. Respondents must demonstrate at least five years of experience providing similar services. The proposal must address organizational experience, at least three relevant prior experiences from the last five years, technical approach, project schedule, key personnel and staffing capacity, and pricing. The selected contractor will work closely with City staff, and the anticipated contract term is three years after City Council approval and execution by the Chief Procurement Officer.
