Description
The University of Iowa's Administrative Information Systems department seeks a third-party consulting partner to conduct a constructive, practitioner-oriented maturity assessment across Enterprise Student Systems, Research Information Systems, and Identity & Access Management. The assessment will cover software development practices, security practices, deployment environments, and AI readiness, with cross-cutting analysis and benchmarking against comparable mid-size enterprise IT and higher-education organizations. Line-by-line code review, formal compliance audits, individual performance evaluations, and recommendations for specific commercial products or vendors are out of scope. The engagement is expected to run approximately six to eight weeks and includes kickoff and discovery, interviews and artifact review, analysis and synthesis, draft-report review, and final report delivery. The primary deliverable is a written report containing an executive summary, methodology and peer-benchmarking approach, cross-cutting themes, and prioritized, phased, resourced recommendations. Proposals must include the supplier's methodology, schedule, team qualifications, three comparable references, stakeholder approach, additional expertise, project risks, pricing for the base engagement and separately priced optional readout sessions, assumptions, and constraints. The engagement is hybrid: kickoff, key working sessions, and final readout discussions are expected onsite when reasonable, while interviews and routine working sessions may be remote.
