Description
The County of Marin's Public Works Waste Management Division is seeking a consultant to develop a comprehensive strategic plan with a three- to five-year outlook. The work includes project management, community research, multilingual research tools, stakeholder interviews, an in-person strategic planning workshop, mission and vision development, organizational and communications strategy, gap analysis, and multi-year financial projections. The consultant must prepare a final strategic plan with measurable goals, implementation timelines, performance metrics, financial information, public engagement and communications strategies, annual reporting templates, and accessible print-ready and digital deliverables. The scope also includes Spanish-language executive-summary materials, raw research data, Board-ready materials, and in-person support for presentation and adoption by the Board of Supervisors. The preliminary budget is $100,000 to $150,000, and project completion is required no later than November 12, 2027.
