Description
The Port of Longview is soliciting proposals from an experienced consulting firm to conduct a comprehensive review of its organizational structure, departmental roles, reporting relationships, decision-making authority, leadership capacity, talent, and organizational capabilities. The engagement includes reviewing the Chief Operating Officer role, interviewing up to 45 employees, recommending current and alternative organizational structures, and developing implementation steps and priorities. The work covers organizational structure, succession planning, leadership development, knowledge transfer, capability assessment, internal versus external sourcing strategies, community relations, economic development, real estate, commercial and market-development functions, and change-management support. Required deliverables include a project work plan, current-state assessment, organizational and executive-leadership recommendations, leadership and capability frameworks, a succession-planning framework, a three- to five-year roadmap, a final report, executive summary, and presentations. The expected completion date is June 1, 2027. Proposals must include pricing, a non-cost proposal limited to 10 single-sided pages, at least two similar project examples, and at least three references.
