Description
The City of Visalia is soliciting bids for an annual contract covering unarmed security guard services at Visalia Transit facilities, two downtown parking structures, the Water Reclamation Facility, and additional city facilities or special events on an as-needed basis. Services include continuous staffing, patrols, access control, alarm and emergency response, enforcement of facility rules, customer assistance, incident documentation, daily logs, and event-related crowd monitoring or parking control. The contractor must recruit, screen, train, license, drug-test, and background-check guards; provide uniforms, radios, flashlights, communications equipment, relief staffing, and other necessary equipment; and maintain required reporting and staffing coverage. The initial term is 12 months, with four optional one-year renewals. The solicitation requires three comparable references from work performed within the past two years, specified insurance coverage, and submission of the completed bid form and required certifications, affidavits, statements, and questionnaires. Guards must be employees of the awarded contractor, and subcontracting requires the City's prior written approval.
